Community and Fellowships Manager
Washington, D.C. — Full Time
The Federation of American Scientists is hiring a full-time Community and Fellowships Manager to support the operations of the Day One Talent Hub. The Manager will lead the recruitment of fellows placed in federal agencies, manage fellow programming and professional learning activities, and help advance and maintain the Day One Community - a community of practice and network of over 400 scientists, technologists, researchers and science and technology leaders. The Manager will also support organization-wide human resources and diversity, equity, and inclusion initiatives. This is a crosscutting role that will engage throughout our talent, operations, and policy verticals. The ideal candidate is a self-starting team player with strong human capital skills, project management skills, and community and relationship building capabilities.
Core Responsibilities

Working closely with the FAS leadership and Day One Talent Hub staff, the Community and Fellowships Manager supports and manages the full life cycle of the Talent Hub Fellowship Program and existing Day One Community including but not limited to:

Recruitment for a diversity of federal fellowship roles with an emphasis on Diversity, Equity, and Inclusion;

Creating and executing curriculum for Day One Talent Hub Fellowship cohorts including professional learning sessions, policy development workshops, and community building activities;
-
Developing assessments and outcome trackers to evaluate the impact of fellows within their federal roles;
-
Managing the Day One Community and engaging contributors throughout the policy development lifecycle;
-
Event planning for fellows and community members to generate idea sharing and comradery;
-
Performing other duties as needed and assigned.
Experience and Qualifications

Previous work experience in the federal government, policy think-tanks or nonprofits, human resources, adult learning/professional learning, science or technology policy, or business operations;

Community and Fellowships Project Associate
Washington, D.C. — Full Time
The Federation of American Scientists is hiring a full-time Community and Fellowships Associate to support the operations of the Day One Talent Hub and Day One Community. The Associate will work alongside the Community and Fellowships Manager to help administer the full life cycle of the Talent Hub Fellowship Program across various domains such as recruitment efforts, program development, and professional learning activities. The Associate will also help engage the Day One Community - a community of practice and network of over 400 scientists, technologists, researchers, and science and technology leaders. The ideal candidate is a self-starting team player with strong organizational and problem-solving skills, excellent writing skills, and the ability to work collaboratively.
Responsibilities

Policy Director for S&T Vertical
Washington, D.C. — Full Time
In 2021, the Day One Project is working to develop & implement innovative and actionable ideas in science and technology policy as well as working to build the capacity to provide support to government agencies in onboarding scientific and technical talent. The Project is seeking to onboard Policy Directors to lead two policy verticals: (1) Innovation & Entrepreneurship and (2) Technology Policy. Applicants are requested to apply to lead policy development in one of these two areas.

Responsibilities
​
The Policy Director will serve as the key point person driving all aspects of policy development and implementation strategy in one of these two core verticals. This includes sourcing and drafting policy proposals, orchestrating policy accelerators to engage a broader community in the policy focus area, hosting policy workshops, driving a comprehensive implementation strategy, and overseeing the day to day management of all related activities. The Project seeks a mission-driven individual with substantive policy expertise and direct experience in government capable of tapping an existing network across the legislative and executive branches to drive strategic policy development.
Specific responsibilities for the Policy Director include:

Engaging subject matter experts, current government officials, and the academic community to drive strategic policy development;

Sourcing, editing, and drafting policy proposals and reports in the topic area of focus;

Organizing policy accelerators to engage a broader community in strategic policy development in the core focus area;

Leading issue education and undertaking the dissemination of proposals to meet the needs of current policymakers across the federal government;

Impact Fellow, Department of Education: Data Science
Washington, D.C. — Full Time
The Day One Project is working to develop and implement innovative and actionable ideas in science and technology policy that have a significant impact on the nation. The Day One Talent Hub is seeking a fellow for a one-year term (with potential opportunity to extend) to join a data analytics team within the Office of the Under Secretary at the Department of Education. The Fellow will have the unique opportunity to leverage educational data to analyze policy, build tools, and collaborate on solutions that have the potential to impact and better serve the 13 million students that receive over $120 billion dollars in federal aid from the Department of Education to help pay for college or career school each year.
Responsibilities
The Education Data Science Impact Fellow will enter an assignment at the Department of Education to help lead a data science team reporting to the Deputy Under Secretary for Education. This team will leverage the use of the Department’s Financial Student Aid administrative data to better inform policy development in real-time and conduct analysis to improve the impact of federal aid investments on post-secondary education.
Specific responsibilities for this Education Data Science Impact Fellow include:

Project Management: Collaborating with teammates and stakeholders in an agile, reproducible and organized manner to drive novel policy insights and outcomes as a key technical liaison.

Study Design and Data Analysis: Consulting with stakeholders and customers to identify the appropriate data, methodological approach, and design. This team will conduct analyses to explore/group data, test hypotheses, predict outcomes, estimate causal impacts of policy, and inform decisions.

Data Wrangling: Lead and work with teams to develop data products and definitions. Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data.

Statistical / Machine Learning Data Analysis: Conducts analyses using software and/or programming languages such as R, Python, SAS or Stata to explore/group data, test hypotheses, predict outcomes, estimate causal impacts of policy, and inform decisions. Derive meaning from big data (i.e., datasets that may be large, disparate, unstructured, and/or complex).

Communication: Translate complex concepts, findings, and limitations into concise, plain language in briefs and visualizations. Closely tie findings and conclusions into the agency mission, original problem statement and team objectives. Research and design presentations and interpretations of analytical outputs tailored to specific audiences including the use of interactivity and narrative storytelling where appropriate.
Experience and Qualifications
The Day One team and its agency partners at the Department of Education is seeking an entrepreneurial, experienced, and resourceful individual who brings subject matter expertise to the role of Data Scientist on financial and lending analysis and has the ability to thrive in a dynamic team environment. Strong candidates should have some of the following experience and qualifications:

Experience as a strong individual contributor on a data science project including project definition, project execution, team management, and reporting;

Background in program evaluation, applied statistics or econometrics, and in building novel data models and visualizations with large administrative datasets and experience with inferential and machine learning algorithmic approaches;

Subject matter expertise and experience using data related to higher education—especially financial aid—policy and/or loan performance analysis;

Experience automating collection of data from varying sources, formats, and quality and prepare them for analysis and applying a variety of analytical approaches to solve mission focused policy, methodologies, and/or administrative problems in a fast-paced environment;

Ability to clearly and concisely present the findings of analytical products to policymakers and non-technical audiences;

Impact Fellow, Department of Education: Learning Acceleration
Washington, D.C. — Full Time
The Day One Project is working to develop and implement innovative and actionable ideas in science and technology policy that have a significant impact on the nation. The Day One Talent Hub is seeking a fellow for a two-year term (with potential opportunity to extend) to support work at the Department of Education’s Institute of Education Sciences focused on accelerating student learning in the wake of the COVID-19 pandemic.
The Fellow will have the unique opportunity to support collaboration across the Institute, state and local governments, and philanthropies focused on the use of evidence-based practices—such as high-quality tutoring—designed to eliminate inequities in student achievement exacerbated by COVID-19. The resulting solutions have the potential to impact how more than $172 billion in education stabilization funds are spent by states and districts, improving outcomes for more than 50 million elementary and secondary students nationwide.
Responsibilities
The Education Learning Acceleration Impact Fellow will enter an assignment at the Department of Education to help coordinate the Institute of Education Sciences’ engagement with outside partners focused on learning acceleration. Critically, the Impact Fellow will be charged with supporting (a) partners’ use of strategies, such as tutoring, that rigorous research has demonstrated is effective in improving student academic outcomes, (b) the design and execution of rigorous research to evaluate partners’ (and others’) learning acceleration efforts, (c) Institute-sponsored efforts designed to accelerate student learning and development and build rigorous evidence of interventions’ efficacy, and (d) dissemination of evidence-based practices and emergent learning to national stakeholders.
Specific responsibilities for this Education Learning Acceleration Impact Fellow include:

Leadership: Collaborating with teammates and stakeholders in an agile and organized manner to support the adoption of evidence-based practices at scale and to encourage the conduct of research and evaluation activities that are rigorous and relevant.
